Peru Artificial Intelligence Market Outlook

The introduction of Law No. 31814 and Bill 07033/2023 reinforces Peru’s commitment to ethical and human-centric AI deployment. These regulations categorize AI applications by risk level, prohibit discriminatory or manipulative uses, and enforce algorithm transparency—a framework that significantly increases investor confidence and ensures long-term sustainability. The Secretariat of Government and Digital Transformation serves as the enforcement body, ensuring compliance and encouraging innovation within boundaries aligned with the UN Sustainable Development Goals.

 

Institutional contributions from local universities and the establishment of the National Center for Innovation and Artificial Intelligence have created fertile ground for AI software development and research. These institutions are not only generating cutting-edge IP but also nurturing a new generation of AI professionals. Demographic insights show a promising AI workforce skewing toward younger professionals aged 25–35, indicating future scalability of talent. Google Trends data reveals a sharp spike in AI-related search terms, including "AI in agriculture Peru" and "Peruvian AI regulation," pointing to rising public interest and grassroots awareness.

 

Venture capital interest has surged, particularly in Lima, with AI startups in the fintech and agritech sectors receiving multi-million dollar funding rounds. Companies like Tullpi, known for developing AI-driven education platforms, and Agrosmart Peru, focused on predictive agricultural analytics, have drawn attention for their localized solutions. Meanwhile, international collaborations, such as Le Monde's partnership with Perplexity AI, signal growing momentum for Latin American AI markets to integrate global content pipelines and Nvidia-backed AI infrastructure.

 

Sector-wise, AI adoption is currently highest in retail (31%), media and communications (29%), finance (26%), and agriculture and fisheries (23%). Notably, AI-driven customer experience platforms, fraud detection systems, and automated supply chains have become key differentiators for Peruvian businesses seeking global competitiveness. However, challenges remain—particularly among SMEs—where issues like integration complexity (30%), data fragmentation (25%), and skill shortages (27%) hinder full-scale implementation.

 

Yet, the country’s outlook remains optimistic. The Inter-American Development Bank estimates that AI could double Peru’s GDP and triple productivity to 7.3% by 2030, placing it among the region’s most promising digital economies. This growth is further supported by Peru’s regulatory sandbox for autonomous vehicles, and its signing of the Santiago Declaration, which fosters regional AI ethics and cooperation.

 

Public acceptance plays a pivotal role in AI integration, and Peru ranks 4th globally for citizen trust in AI, with 70% of the population expressing belief in its benefits over drawbacks. This cultural readiness enhances the feasibility of AI deployment in public services, justice systems, and healthcare diagnostics. Executive insights from Louis Dreyfus, CEO of Le Monde, echo this momentum, stressing that content-AI partnerships are essential to unlock new revenue models and deepen user engagement.

With a clear regulatory path, cross-sector commitment, and strong grassroots awareness, Peru is well-positioned to be a regional AI powerhouse. As David Gomes summarizes, “Peru is not just catching up with global AI standards—it’s leapfrogging into a future where responsible AI accelerates national development.”
